GOUVERNEUR – A Gouverneur man was held Saturday after being arrested on felony counts of strangulation and criminal contempt as well as three other charges, according to state police.
Joshua J. Phippins, 25, was charged with second degree strangulation and first degree criminal contempt, both felonies, in connection with a alleged domestic dispute in Gouverneur reported at 7:15 a.m., police said.
He was also charged at 2:15 p.m. with second degree criminal trespassing, criminal mischief-intent to damage property and second degree harassment-physical contact, police said.
