Four charged in Ogdensburg cocaine and heroin investigation that led to high speed chase, injured deputy

Four Ogdensburg residents have been charged following a lengthy narcotics investigation that ended in a high-speed chase in the towns of Hammond and Morristown Wednesday.

St. Lawrence County Sheriff’s investigators say the charges stemmed from a joint narcotics trafficking investigation involving the Ogdensburg Police Department and St. Lawrence County Sheriff’s Drug Task Force.

Patrick N. Regan, 32, and Justin Jones, 30, Dana L. Chubb, 41, and Whitney Regan have all been jailed following the incident. Jones and Regan were also charged for leading officers on a high speed chase and ditching cocaine and heroin from the vehicle.

During the early morning hours on Wednesday, officers coordinated the stop of two motor vehicles, on State Highway 37, in the Hammond and Morristown.

Investigators say the vehicles were traveling into the county, bound for the Ogdensburg area, and were operating under a “scout and load car” premise. That means one vehicle travels a distance, in front of the vehicle containing the load of contraband, scouting for law enforcement and road blocks.

Investigators say people in the “scout” car notify the load car of the presence of law enforcement, providing them an opportunity to change their course of travel and avoid police.

Following the stop of the lead, “scout” car, officers took Chubb into custody. He had an outstanding, St. Lawrence County indictment warrant for his arrest. He was turned over to the New York State Police.

Officers also stopped a car on State Highway 37, just outside the village of Hammond, following a speeding violation.

During the investigation of the stop, and subsequent arrival of the sheriff’s office K-9 unit, the operator of the motor vehicle, Jones, with his passenger, Regan, fled the stop while being interviewed by deputies from the sheriff’s office.

The deputy who was attempting to interview the passenger in the motor vehicle, was forced and thrown to the ground, and nearly struck by the fleeing vehicle, according to police.

Deputies said a chase ensued, from the Village of Hammond, on state highway 37, onto County Route 5, in the Town of Morristown, where the pursuit ended.

During the flight and ensuing chase, Jones reached speeds of 110 mph, police said.

Following the stop and a positive K-9 alert to the presence of drugs in the vehicle, a search revealed no drugs in the car, investigators said.

Based on information from the narcotics operation, the investigation of the stop, and no yield of drugs located in the motor vehicle, investigators say they "were confident that the fleeing suspects had discarded the drugs from the vehicle during the chase."

As a result, a large contingent of law enforcement officers, from local, state and federal agencies, including multiple K-9 units, combed nearly seven miles of roadway, from the hamlet of Hammond, into the Town of Morristown, for several hours.

Police found a significant quantity of crack cocaine and heroin that investigators believe the suspects discarded from the car during the chase.

Jones was charged with four counts of third-degree criminal possession of a controlled substance (crack and heroin), two counts of third-degree criminal sale of a controlled substance (crack cocaine) first-degree reckless endangerment, second-degree assault, unlawful fleeing a police officer, resisting arrest, driving while ability impaired, criminal possession of methamphetamine, Subutex, amphetamine and dextroamphetamine, reckless driving, multiple speeding tickets and failure to keep right.

Regan was charged with was charged with four counts of third-degree criminal possession of a controlled substance (crack and heroin), two counts of third-degree criminal sale of a controlled substance (crack cocaine) and criminal possession of methamphetamine, Subutex, amphetamine and dextroamphetamine.

In addition to the traffic stop, and as a result of joint investigation following the stop, a search warrant was executed at Jones' 608 Jersey Ave. home in Ogdensburg.

Investigators say they recovered a .25 caliber handgun, which was defaced with the serial numbers filed away from the allegedly illegally possessed weapon.

Charges related to the weapon have not been filed, police said..

A fourth arrest was made during the investigation following the pursuit. Whitney D. Regan, 29, of Ogdensburg, sister to Patrick Regan Jr., was charged on an outstanding warrant for revocation of her release police allege they saw her driving past officers investigating yesterday morning’s incident

She was arraigned in Ogdensburg City Court and remanded to the St. Lawrence County Correctional Facility on $2,500 cash bail.

Jones and Regan Jr. were each arraigned in Ogdensburg City Court by Justice Gary Alford.

Jones was remanded to the St. Lawrence County Correctional Facility without bail. Regan was remanded on $20,000 cash bail, or $40,000.00 bond.

The investigation remains ongoing, and further charges and arrests are possible, police said.
