EDWARDS - An Edwards man was arrested Monday stemming from a sexual offense complaint first reported to state police April 5.
Justin R. Frizzell, 35, was charged with second-degree sexual abuse and endangering the welfare of a child.
State police say the second-degree sexual abuse charge means the victim was incapable of consent because he or she was less than 14 years old.
He was charged at 5 p.m. and released on his own recognizance by Fowler Town Justice Paul Lamson and ordered to appear in court at a later date.
