DEKALB -- Two DeKalb Junction resident were charged with animal cruelty after St. Lawrence County sheriff's deputies said they observed loose horses on Gibbons Street Jan. 30.
James and Cindy Fletcher of Gibbons Street were each charged with animal cruelty: failure to provide sustenance, officers said.
Deputies allege that the horses did not have access to water.
Deputies said they had responded to the same location on several occasions previously relating to animal cruelty.
Both subjects were issued appearance tickets returnable to DeKalb court at a later date, officers said.
