Assessments in Proctor Avenue neighborhood to rise $2.5 million, Ogdensburg assessor says

OGDENSBURG – Assessments in the Proctor Avenue neighborhood will rise $2.5 million across 165 properties, according to assessor Bruce Green.

Green said the assessments on the non-waterfront properties in the neighborhood were assessed far below recent selling prices. He said that 24 sales occurred in the neighborhood over the last three years.

On average Green said assessments in the area rose 17.5 percent. But some properties will see increases of 50 to 70 percent.

Green said about 30 parcels saw no change or went down. Those hit the hardest will see assessments rising as much as $50,000.

Most houses in the area are now in the $120,000 to $180,000 range these days.

Green said residents in the area will receive change notices in the mail in the coming weeks.

Green said he will hold regular office hours in June including one evening and one Saturday. Those hoping to fight their assessments will be able to do so June 21 from 2 to 4 and 6 to 8 p.m.

Councilor Jennifer Stevenson said she was concerned with how high the assessments jumped in one year. She also questioned why assessments were not increasing on waterfront homes. Green said it’s because assessments are based on market prices and only two waterfront properties have been sold in the Proctor neighborhood in the past three years. He said that’s not enough to give him a basis for determining value.
