Opinion: Hopkinton town supervisor addresses recent wind news

To the Editor:

In response to “Questions For CCRP Following Advertisement” which appeared in the March 14-20 issue of North Country This Week regarding wind farm advertisement and comments made regarding me as Supervisor:

1. As Frank Potenzano is aware, the Town of Hopkinton, Parishville-Hopkinton School and St. Lawrence County is in the process of hiring an outside appraiser to come up with figures for full tax assessment of the wind project. Once that study is completed, accurate figures will be available to compare PILOT/Host Agreement vs. full tax assessment. This is called common sense, not pushing for a vote that will stop the project.

2. Electricity Bill Offset Program – what I have stated is that when originally approached with the idea, it was presented as only for those in the actual project area. My response was that if the entire town couldn’t receive the benefit, then no one should. Also, please note that according to Mr. MacDonald this is not for all households in the entire town – only for those that are full time residents that don’t hold a lease, a good neighbor agreement or municipal officers. Also, please note that this conversation was never brought up again so, assuming the issue was dead, the Town Board was not notified.

3. I believe the question on tax ramifications are relating to how this income would be reported. It is important for the residents to know this in the beginning.
