CANTON -- Director of the Institute for National Security and Counterterrorism William Banks will discuss "Rise of the Drones: The Legal and Policy Framework for Targeted Killing in the Obama Administration" 7 p.m. Thursday, Sept. 22, in Eben Holden at St. Lawrence University.
The free event is open to the public.
Senior Obama administration officials have called targeted drone strikes against suspected terrorists the single most effective means for countering terrorism.
Others have labeled the drone strikes assassinations and say they do more harm than good.
Banks is recognized internationally as an authority in constitutional law, national security law and counterterrorism.
He has been involved in setting the parameters for the emerging field of national security law since 1987, co-authoring two leading texts in the field: National Security Law and Counterterrorism Law.
